Police in the Northern Dutch city of Groningen are investigating a man who rummages though rubbish bags in search of used tampons and sanitary towels.

The 40-year-old local man is particularly interested in tampons used by students and young women, a police spokesperson said on Tuesday.

The fetishist has been active for at least the last six months and has been regularly spotted searching through garbage outside student dorms. It is not known what he does with the items he collects.

He has left letters for several of his ‘victims’. Citing the interests of the investigation, the police spokesperson refused to disclose the contents of the
letters, but said they included a play on words.

Only one female student has lodged a criminal complaint so far, but it is expected that two others will come forward shortly. Police hope to be in a position to detain the man shortly for harassment and threatening behaviour. Opening and rummaging through other people’s garbage only carries a fine.

This is not the first time the man – dubbed the ‘tampon maniac’ by the Dutch media – has been active in Groningen. He regularly collected tampons a few years ago but stopped after a “good talk” with police.

He took up his strange hobby again about six months ago. It is not known how often he goes out looking for tampons, but the police spokesperson said he is “very active”.

Police plan to send him to professionals to investigate his “extremely deviant behaviour” once they have sufficient grounds to arrest him.

A five-hour standoff between Port Angeles police and a reportedly suicidal woman with a knife Friday afternoon ended without a bang, or a whimper.

Police responded to a house on the 1500 block of South K Street at 1:30 p.m. after a woman told 9-1-1 dispatchers that her adult daughter had barricaded herself inside with a knife and was suicidal.

A State Patrol bomb squad robot device was brought to the scene, Port Angeles Police Cpl. Kevin Miller said Saturday.

The robot was deployed inside the residence, but couldn’t find her.

The house was empty the whole time, Miller said.

A 17-year-old girl from Mexico faces a charge of child abandonment after a newborn baby boy was found in a black plastic garbage bag beside a Marysville retention pond, apparently after being tossed over a fence.

Authorities said she was staying with a sister who lives near the retention pond where the baby was found Saturday night by a neighbor.

The baby boy appeared to be just hours old with an umbilical cord still attached and blood on his body. He is recovering at an Everett hospital, officials said.

According to authorities, a woman heard the child’s cries through an open window on Saturday shortly before 11 p.m. She and several neighbors searched the area.

A man eventually found the child wrapped in a garbage bag behind a locked fence surrounding a retaining pond.

“The bag was around its head. The only thing sticking out when I got there was its hand. Its little arm just waving, like ‘come get me’ type thing, you know,” said Mike Wentland, the man who discovered the infant.

Police said the baby was taken to Providence Everett Medical Center. Hospital officials declined to release any information about the infant, citing privacy laws.

A former teacher who has already served jail time for having sex with a 13-year-old student was sent to prison for more than six years Friday for violating her probation by sending the boy nude photos of herself.

When Pamela Rogers, 29, was released after serving 198 days in jail, she was under orders not to contact the student or his family or use the Internet. But authorities say that even after appearing in court on a charge of violating her probation in April, she continued talking with the boy and sending him text messages and sexually explicit photos and video of herself.

“You have done everything except show this court that you wanted to rehabilitate yourself,” Warren County Circuit Judge Bart Stanley said. He revoked Rogers’ probation and ordered her to serve the rest of a seven-year prison sentence that had been largely suspended.

Rogers, who has been in jail since April, presented evidence in a hearing Friday, including a clinical psychologist who said she was a sex addict. She apologized tearfully and was led away in handcuffs to a women’s prison in Nashville.

Rogers worked as a physical education teacher at Centertown Elementary School, which the boy, now 14, attended.

Reverse racial discrimination lawsuits are piling up against the village of Hazel Crest.

Three former and one current Hazel Crest police officer have filed suits against the village and Mayor Robert Donaldson; its former police chief, Gary Jones; and village manager Robert Palmer.
All four plaintiffs, who are white, are claiming they were passed up for promotion by a less qualified black candidate.
Most recently filing racial discrimination charges against the village are former Hazel Crest police officer Michael Garofalo, and David Nelson, who is a sergeant on the Hazel Crest force. Both plaintiffs filed on July 7.
Two other former members of the Hazel Crest Police Department, Patrick Murray and Mark Peers, filed separate racial discrimination suits earlier this year.
At issue is the promotion of Malcolm White, a black officer on the Hazel Crest force, who was named in July 2005 as deputy chief of police, commander of support service division.
Each of the four lawsuits allege that White did not meet minimum experience or education qualifications for the position as stated in the village’s employee personnel manual.
According to the lawsuits, White, at the time of his promotion, had not served in a supervisory position. Also, the suit alleges, White did not have a college degree nor “substantial training in police work” at the time of his promotion…
